What is the first job I could start out with in aviation as a pilot that would lead me to a higher level?

Once i have my PPL are there jobs with minimum reqs of that? Or would I need an instrument rating or MEI rating to begin with a pilot job?

To get paid to fly you need a commercial rating. You cannot get paid legally with just a private and instrument. MEI is multiengine instructor, and to obtain that, you need a commercial multiengine rating.

Once you have been flying RJS for a while you can work your way up the chain. Starting as on the flightline is the slowest way to get to becoming a pilot and even then it is very hard to do.
