What is the job description of the White House heath czar?

Tom Daschle ended his bid for secretary of health and human services recently and he also stepped down from his position as White House heath czar, a job with a West Wing office. What is the heath czar and what do they do?

Actually, the health czar is nothing more than a puppet for the Obama administration. Its sole duty is to carry out the wishes of the President, but provide political cover for him at the same time. A President appoints this czar, pretending that its somehow independent of his office. The recommendations made by the czars office will in fact be whatever Obama wants

We tend to use czar more figuratively, for someone who exerts great authority, especially someone appointed to deal with a particular activity. There can be a drug czar to prevent drug use and a gang czar to stop gangs. A government can have an economic czar or a county health czar. There have been Olympics czars and a baseball czar, a company marketing czar and an auto parts czar, as well as Internet czars in companies and the White House. - Who knows...
